Using Suomi.fi e-Authorizations to access the e-service
Acting on behalf of an organisation
Identification of a company or a person in the e-service is based on the strong identification provided in the Suomi.fi e-Authorizations service of the Digital and Population Data Services Agency. The users must always identify themselves in the e-service with their personal identification token. In connection with the identification, the e-service submits a query to the Suomi.fi e-Authorizations service. The service checks in real time the right of the person or company in question to act on behalf of the company they represent in the electronic service. The rights are checked using the Suomi.fi e-Authorizations in the Trade Register, Business Information System, Register of Associations or the authorisation register (mandates granted in Suomi.fi e-Authorizations).
In the e-service of the Pharmaceuticals Pricing Board, you can act on behalf an organization if you have been granted any of the following mandates for transactions from a representative of the organisation:

- lääkkeiden korvattavuuden ja tukkuhinnan hakeminen (applying for reimbursement status and wholesale price), with specifier suppea (limited)
A person or a company can only use the e-service with a mandate for transactions if the person/company has been granted a mandate for transactions or a mandate to represent, and the mandate theme and the mandate specifier granted in Suomi.fi e-Authorizations meet the requirements of the e-service. The mandate and the specifier must be written in the lowercase letters in Finnish. You cannot access the e-service if the mandate does not have any specifier or the specifier is written incorrectly.
Mandate type, mandate theme and mandate specifiers
Two different mandate types are used in the e-service of the Pharmaceuticals Pricing Board: mandate type referring to the mandates granted by the company (mandate for transactions) and a mandate type referring to the mandates granted to the company (mandate to represent). Two mandates of different scope are also available to companies. A mandate gives access to all pending cases of the company, or to matters brought by the authorised party only.
When granting a mandate for the Pharmaceuticals Pricing Board’s e-service,
- a mandate for transactions or a mandate to represent is selected as the mandate type,
- applying for reimbursement status and wholesale price is selected as the mandate theme and
- limited or extensive is entered as the mandate specifier (in lower-case letters).
The person or company granted a mandate for transactions can act on behalf of a company. For example, a company may grant its employee or another company (such as a consulting company) the right to act on its behalf.
A person granted a mandate to represent can act on behalf of the company that has granted a mandate to your company. For example, a consulting company may grant its employee the right to act on behalf of their customer company.
With the combination of the mandate theme and specifier application for reimbursement status and wholesale price, limited, you can submit applications for reimbursement status and wholesale price in the Hila e-service, follow the progress of the applications and provide additional information. The mandate only gives access to matters initiated by the user in question. The mandate corresponds to the previously used role ’Hila Hakija, suppea’ (Hila applicant, limited).
With the combination of the mandate theme and specifier application for reimbursement status and wholesale price, extensive, you can submit applications for reimbursement status and wholesale price in the Hila e-service, follow the progress of the applications and provide additional information. The mandate gives access to all matters dealt with by the company in the e-service. The mandate corresponds to the previously used role ´Hila applicant, extensive´.
The e-service cannot be used if the company is unable to grant mandates in the Suomi.fi e-Authorizations. In such cases, you can send the application and notification documents to the Pharmaceuticals Pricing Board using the turvaviesti.gov.fi service, by post or to the Hila service address.
Granting mandates
A company representative can manage the company’s mandates in the Suomi.fi e-Authorizations. In the service, you can also grant mandates to other companies. The mandate is an electronic power of attorney and the data contained in it is entered in the authorisation register. A person that has been granted the mandate required for the e-service in the Suomi.fi e-Authorizations can act on behalf of a company.
In the Suomi.fi e-Authorizations, the following parties can grant mandates on behalf of a company:
- managing director or deputy managing director of a company entered in the Trade Register,
- a person with the right to sign for a company entered in the Trade Register who has the right to represent the company alone
- a private trader entered in the Trade Register or the Business Information System
- a person whom any of the above has granted the right to grant other persons mandates on behalf of a company (right to grant a mandate).

You can grant or request a mandate for transactions on the Suomi.fi e-Authorizations website under Grant and request authorisations.

If the organisation cannot grant mandates in Suomi.fi e-Authorizations, an authority can register the mandates on the basis of an application.
